The 3rd seminar of the 16th session of the High Studies for Security and Defence took place on Friday 13 and Saturday 14 November, but due to the sanitary situation and linked restrictions it was held in a virtual format. The auditors could therefore follow the presentations by videoconference from their homes. The general theme of the seminar was “Instability factors”. The presentations dealt with financial crime, biological threat (natural, accidental or intentional), cyber threat, the question of the privatisation of security as well as the proliferation of weapons (on the one hand small arms and light weapons and on the other hand weapons of mass destruction, with a focus on nuclear weapons).
