By establishing civilian flights between Russia and Abkhazia, in violation of international law, Moscow is boosting its control over transport infrastructure in the eastern part of the Black Sea. This is part of a long-term process of expansion in the region, which has gradually increased Abkhazia’s dependency on Moscow since the mid-2000s. The lack of condemnation by the Georgian Government suggests a tacit acquiescence by Tbilisi, in the wake of a Russo-Georgian rapprochement.
