Against a backdrop of continued war in Ukraine, persistent destabilising actions across various regions and the growing prominence of hybrid warfare tools, the Royal Higher Institute for Defence (RHID) brought together experts, analysts and military officials in a colloquium on Russia’s ‘new generation warfare’ in March 2025. Interest in this topic has intensified as the Russian military doctrine has evolved towards integrating and combining multiple forms of action in pursuit of political objectives, without necessarily resorting to direct invasion. The event placed particular emphasis on both conventional military engagements and the various forms of indirect pressure exerted by Moscow (including sabotage, disinformation, political interference and economic destabilisation). Just as the speakers sought to clarify the nature, scope and objectives of these practices, this Thematic Paper aims to provide a concise and accessible working document for those seeking a clearer understanding of the complexities of Russia’s new generation warfare.
