Long perceived by the armed forces as a constraint, the energy transition is nowadays regarded by some as an operational challenge, closely linked to the strategic autonomy goals. Indeed, the exclusive reliance on fossil fuels exposes states and their armed forces to concrete vulnerabilities – volatile prices, dependence on external suppliers, uneven access to resources and fragile supply chains in times of crisis or conflict – with direct effects on planning, support for the armed forces and deployed units’ sustainability.
The war in Ukraine has accelerated initiatives in favour of the reindustrialisation of the defence sector. This effort takes place against a backdrop of long-term structural constraints, particularly in terms of supplies. In this regard, the energy transition appears to be a lever capable of supporting industrial efforts while also contributing to operational capacities, resilience and sovereignty.
In what way does the energy transition impose itself – or not – as a strategic necessity for the armed forces in times of rearmament? What measures are currently applicable at the operational level? How to reconcile rearmament, reindustrialisation and control of energy constraints without curbing the increase of military capacities? What are the main institutional and operational obstacles to the implementation of these developments within the armed forces?
To answer these questions, we are pleased to welcome General (ret.) Tom Middendorp, former Chief of Defence of the Netherlands and Chairman of the International Military Council on Climate and Security (IMCCS).
