This e-Note explores the ethical and strategic complexities of emerging disruptive technologies (EDTs) in modern warfare, more specifically the transformation of military capabilities worldwide, resulting from the widespread use of and investments in such technologies. It expands on the specific challenges posed by artificial intelligence in military contexts, advances in biotechnology and the dual-use potential of quantum technology. The author advocates for more collaborative efforts, such as European and NATO initiatives, to address the challenges and stresses the urgent need for developing regulatory frameworks to limit the proliferation and misuse of these technologies. The overarching theme of this e-Note is the need for a balanced approach that prioritises ethical considerations and international cooperation in the face of rapidly evolving military technologies.
