Russia’s brutal war of aggression against Ukraine has spurred both the EU and NATO to actively support and enable their respective member states to urgently enhance military mobility (“enablement” in NATO parlance). Against this backdrop, the Belgian Presidency of the Council of the EU hosted a Seminar on Dual Use Capabilities and Military Mobility in February 2024 to take stock of the progress so far and look ahead. Drawing on the outcome of the event, this seminar report identifies conceptual and operational gaps in the implementation of the Military Mobility Action Plan 2.0 and puts forward recommendations to maintain and leverage the current political momentum.
